Before founding Panoralex, Dr. Patrick Devey spent more than 25 years leading large learning and workforce operations across colleges, universities, and the private sector, building capability at scale in complex, regulated, multi-stakeholder environments.

Dr. Devey is a strategist, builder, and pragmatist. His track record includes scaling online enrollments to record numbers in the Canadian college system, managing a $145M operating budget, designing digital learning ecosystems, and leading teams of 150 staff and 300+ contract instructors, in organizations that were not always ready for change. He brings a disruptor's instinct backed by data and evidence, and the tools and experience to move from strategy to execution.

The "Group" in Panoralex is intentional. Dr. Devey has spent his career assembling and leading high-performing teams, and has built a trusted network of senior specialists across instructional design, digital learning, workforce strategy, and organizational development. That network is available to clients when engagements require additional depth, without the overhead of a large firm.

Dr. Devey holds a Ph.D. in Educational Technology from Concordia University in Montréal, where his research focused on student retention in online learning. He has taught graduate and undergraduate courses at both Concordia and McGill University and stays actively current in AI and emerging learning technologies. He is fluently bilingual in English and French.

Outside of work, he is a husband, a father to two young daughters, and an avid sports enthusiast. He still enjoys lacing up the skates, and his loyalty to La Sainte Flanelle has never wavered.
